JASPERS 10th Anniversary and 2015 Stakeholders' Meeting


JASPERS celebrated its 10th anniversary on 9th November in Brussels. The ceremony was attended by representatives of JASPERS stakeholders (EIB, EU Commission, EBRD and beneficiary Member States) and JASPERS staff from Luxembourg and all regional offices. Opening addresses were given by Werner Hoyer, President of the EIB, and Walter Deffaa, Director General of DG Regional and Urban Policy, who commended JASPERS for its achievements and outlined the new challenges it will have to face.


The celebration went on with the testimonials from early contributors to JASPERS and representatives of beneficiary countries. Looking back over the past 10 years and the fruitful collaboration, they thanked JASPERS for its valuable assistance: “Thank you, JASPERS, for the robust and reliable support”, said Professor Prisecaru, State Secretary at the Romanian Ministry for Education and Scientific Research. Jakša Puljiz, the Croatian representative, underlined JASPERS’ vital contribution to capacity building: “We could see it, we could feel it and it really happened in Croatia, we improved our policy, we improved our project design and also our policy design; we now prepare better strategies and we better know how to connect projects and strategies, this is one of the major benefits.”


The celebration was closed by EIB Vice President Jan Vapaavuori, who spoke about the future of JASPERS and how it will further develop and focus on new sectors and areas to deliver the most efficient service.


The Gala Dinner organised in the evening provided participants with an occasion for further discussion and networking.


JASPERS’ 2015 Stakeholders meeting took place the following day in Brussels. The topics addressed included the investment framework for the 2014-2020 programming period; the use of JASPERS throughout the project cycle; the support to non-major projects; how to handle capacity building needs and the role of the JASPERS Networking Platform; and the support to Member States in the context of the Connecting Europe Facility (CEF).


Both events offered to the participants the opportunity to discuss Jaspers achievements, beneficiaries’ needs and expectations, and challenges for the future.


Over the last 10 years, JASPERS has played a crucial role in improving the quality of EU projects; building on its experience, it will continue to broaden its range of advisory services, using its competence centre to reach out to all.
