Third Webinar on the Habitats Directive - Site Specific Conservation Objectives and project preparation
This third webinar is part of a series of JASPERS trainings on the Habitats Directive and project preparation, organised in cooperation with DG REGIO and DG ENVIRONMENT. The webinar targeted Managing Authorities in Member States, as weill as relevant Environmental Authorities and Project Promoters.
JASPERS session at EWRC 2020
The European Week of Regions and Cities (#EURegionsWeek) is the biggest annual event dedicated to regional policy, jointly organised by the Committee of the Regions and the European Commission.
JASPERS has been a partner to the #EURegionsWeek for many years, hosting regularly sessions organised in cooperation with DG REGIO. For the EWRC 2020 edition (held virtually due to the COVID-19 pandemic), JASPERS will hold a virtual session next Wednesday 14th October.
The session will provide information on how JASPERS can contribute to the development of projects for the circular economy, the support available in the framework of Coal Regions in Transition and the Just Transition Mechanism, ongoing assistance for climate and environmental proofing of investments as well as assistance to strengthen resilience in the context of Smart Cities.
Workshop on the Habitats Directive
The fourth workshop on environmental requirements for projects, organised in cooperation with DG REGIO and DG Environment took place in Brussels on 16 December 2019.
The workshop addressed key requirements of the Habitats Directive 92/43/EEC in the context of major projects preparation and challenges identified in the ongoing programming period.
Second Workshop on Climate Change Adaption in Transport Sector
Following previous capacity building activities on the subject of climate change adaptation in projects, JASPERS, in cooperation with DG REGIO and DG CLIMA, organized on June 6 in Brussels a second interactive workshop providing new insights and showcasing good experiences and lessons learned on climate change proofing in transport projects.
The workshop gathered about 80 participants from 15 EU member states and several EC services.
Good practices and experiences in sludge management and treatment
This interactive workshop aimed at providing information on the options available for sludge management, the advantages, disadvantages, practicalities and costs of existing and emerging techniques, as well as information on sludge management approaches being used throughout Europe.
Detailed case studies were presented from a range of EU Member States, namely Poland, Croatia, Sweden and Denmark.
Cost-Benefit Analysis Forum meeting on Energy Sectors
DG REGIO and JASPERS have decided to establish regular CBA forums under the Networking Platform for exchanging good practices and experiences in carrying out CBAs so as to support the improvement of stakeholders’ knowledge and the effective application of the methodology to specific investment projects.
The fourth CBA Forum meeting focused on the methodologies presented in the CBA guide for the energy sectors.
Third training session on environmental requirements for projects in the 2014-2020 programming period
The aim of this third training session was to take stock of lessons learnt in the years 2015-2017 and focus on topics such as requirements of the amended EIA Directive and transitional provisions for projects, assessing project compliance with the Water Framework Directive - taking into consideration recent CIS guidance No. 36 concerning exemptions to the Environmental Objectives according to Article 4(7) - and the Habitats Directive.
Implementing the urban agenda for the EU: a smart city approach
JASPERS and the Committee of the Regions have organised on December 1st in Brussels a seminar to inform about EU funding and available JASPERS assistance to support smart urban development around Europe. Concrete cases and experiences were presented.
The seminar will be followed by a series of local workshops organised during 2017 by JASPERS in some of its countries of operation.

Training workshops on sustainable urban mobility planning
Nine local training workshops on sustainable urban mobility planning (SUMPs) were organized by JASPERS between September 2016 and February 2017.
The target audiences for these training sessions were (i) national representatives with responsibilities in the area of urban transport planning and mobility, and (ii) representatives of city authorities directly responsible for undertaking SUMPs. The training sessions and related awareness raising workshops were attended by a total of almost 500 participants.
Knowledge sharing event on climate adaptation in projects
This knowledge sharing event on climate change adaptation: vulnerability and risk assessment and the resilience of major infrastructure projects was jointly organised in June 2016 by the JASPERS Networking Platform, the European Investment Bank (EIB), and the European Commission (DG Climate Action and DG Regional and Urban Policy) to facilitate capacity building and sharing of experiences on this important topic.
Seminar on blending ESIF grants and PPPs
The JASPERS Networking Platform has run a seminar on blending European Structural and Investment Funds (ESIF) grants and Public-Private Partnerships (PPP) in May 2016, in cooperation with EPEC. Videos and presentations are available following the link below.
JASPERS will mobilize EPEC expertise, when needed, to support its capacity building and advisory support on projects that can be considered for a PPP solution. Cost-Benefit Analysis Forum meeting on transport sectors
The first DG REGIO/JASPERS CBA forum meeting was held in Brussels on 30 September 2015 and focused on the transport sectors.
The meeting was attended by around 100 participants from Member States' authorities, representatives of the European Commission and JASPERS partners.
Workshop on the implementation of the Water Framework Directive in projects
A workshop on the implementation of the Water Framework Directive when preparing new investment projects in the financial perspective 2014-2020 was held in Brussels on 9-10 June 2015.
The workshop was attended by over 110 participants from Member States' authorities, representatives of the European Commission and JASPERS partners.

The JASPERS Networking Platform was established in late 2012 to complement JASPERS project advisory operations, by addressing specific project preparation issues of horizontal nature, enhancing knowledge sharing activities, dissemination of best practices and exchange of experiences among JASPERS Stakeholders, as well as implementing capacity building activities.
Participation to the activities of the Networking Platform is open to JASPERS partners and relevant public authorities from EU member states and pre-accession countries.
Our activities are compiled in Annual Networking Platform work programmes consulted and agreed with DG REGIO and other relevant EC services, and could cover:
- Workshops and Seminars addressing specific issues and topics relevant to project preparation and implementation
- Seminars presenting JASPERS outputs, horizontal studies and other relevant knowledge
- Targeted training and capacity building actions, including on-demand and country specific activities
- Development and dissemination of guidelines, case studies, model projects and standard toolkits
- Interactive forums for exchange of experiences, dissemination of best practices and lessons learned, and networking
- Activities directly requested or promoted by Members, where relevant to the objectives of the JASPERS Networking Platform
Membership to the JASPERS Network is limited to JASPERS Partners and to the Managing Authorities involved in the preparation and implementation of EU Cohesion Policy in JASPERS Countries of operations.
Upon request, membership could be extended to selected Intermediate Bodies and large Beneficiaries in JASPERS Countries of operations, as well as to relevant authorities in other EU Countries.
