A workshop focusing on organisational and contractual structures relevant to EU-funded public transport projects was held in Brussels on 27 and 28 May 2015.
The JASPERS Networking Platform was created to complement JASPERS project advisory operations by implementing knowledge sharing and capacity building activities, as well as fostering dissemination of good practices and exchange of experiences among all EU member states, pre-accession countries and other JASPERS Stakeholders.
The JASPERS Networking Platform is open to relevant authorities from all EU Member States (EU 28), as well as pre-accession Countries.
The purpose of this workshop was to support competent authorities in preparing and monitoring service contracts with transport providers and to identify training and capacity building needs to efficiently procure and contract public transport services provided with EU funded assets.
The target group of the workshop were managing authorities and line ministries responsible for ESI funds in favour of public transport service assets, representatives from local and regional public transport authorities, and representatives of public transport companies.
The workshop was organised in eleven sessions covering three key areas of interest, i.e. a) the presentation and explanation of the applicable set of EU rules and the way to implement them, b) presentation of guidance on capacities, procedure, substance and monitoring of PSO Contracts and c) presentations and discussions on the range of cities and transport modes concerned, primarily from the perspective of transport authorities.
