2 regional seminars on State Aid issues relevant to RDI infrastructure projects were held in Zagreb, Croatia and in Bucharest, Romania in July 2016.
The meetings were attended by around 75 participants from Member States' authorities, project promoters and beneficiaries.
The JASPERS Networking Platform was created to complement JASPERS project advisory operations by implementing knowledge sharing and capacity building activities, as well as fostering dissemination of good practices and exchange of experiences among all EU member states, pre-accession countries and other JASPERS Stakeholders.
The JASPERS Networking Platform is open to relevant authorities from all EU Member States (EU 28), as well as pre-accession Countries.
These 2 training seminars were organized in Croatia and Romania as a follow-up of activities previously implemented in Brussels in cooperation with DG REGIO and DG COMP.
Based on the same agenda, the seminars provided a broader picture on the rationale of State aid rules and its consistency with the European Commission´s Regional and RDI policies.
They then focused in particular on the existence of State aid in Research and Development infrastructure projects, providing examples on how the concept of ancillary economic activities should apply in practice (calculation of capacity dedicated to economic activities, reporting and monitoring, etc.), how the calculation of maximum aid according to the GBER and the framework on State aid for RDI investments should be conducted.
The seminars were targeted to representatives from managing authorities, line ministries and beneficiaries that are or will be responsible for the preparation of projects and programmes concerning RDI infrastructure projects in the 2014-2020 programming period.
