Seminar on climate change requirements for major projects in the 2014-2020 programming period


A seminar on climate change requirements for major projects in the 2014-2020 period was held in Brussels on 29 september 2015.

The meeting was attended by almost 100 participants from Member States' authorities, representatives of the European Commission and JASPERS partners.




The JASPERS Networking Platform was created to complement JASPERS project advisory operations by implementing knowledge sharing and capacity building activities, as well as fostering dissemination of good practices and exchange of experiences among all EU member states, pre-accession countries and other JASPERS Stakeholders.



The JASPERS Networking Platform is open to relevant authorities from all EU Member States (EU 28), as well as pre-accession Countries.


The seminar gave the participants an overview of climate considerations which are to be included in the preparation and implementation of programmes and projects under the 2014-2020 programming period, including the main requirements for project review and approval.


The event was the first in a series of workshops and seminars which will provide a comprehensive capacity building programme on various topics in the field of climate change.





The seminar was targeted to representatives from managing authorities, line ministries and beneficiaries that are or will be responsible for the preparation of projects and programmes in the 2014-2020 programming period, particularly project managers and experts involved in project preparation and assessment of project applications across all sectors.


The sessions started with a brief introduction on climate change, followed by a presentation on how climate change considerations should be taken into account for major projects during the 2014-2020 programming period, and more specifically legal requirements. It continued with two sessions dedicated to climate change adaptation and climate change mitigation, both with practical examples and time for questions and answers.


The seminar was organised in close cooperation with The European Commission, both DG REGIO and DG CLIMA and EIB representatives. For more information and a tentative agenda please see the Workshop Description available on this page.


Following this event JASPERS plans to arrange further Networking Platform sessions going into more depth on both climate change adaptation vulnerability and risk assessment and climate change mitigation greenhouse gas emission calculations and carbon footprinting.
